Management Team

The AHP Management Team develops, nurtures, and executes the agency’s goals and directions, provides a forum for discussion of program development and management issues, and provides advice and support to the Executive Director and Director. Chaired by the Executive Director, the Management Team is comprised of the Director and the managers of Behavioral Health Services; Sexual Health Services; Operations; Provider Training and Education; Fiscal & Administration Manager; and the Communications & Development Officer.

William Hua

William Hua, PhD​
Director
Will Hua (he/him) is honored to have joined the Alliance Health Project in January 2024, as he feels closely connected to the AHP mission and values of social justice, providing client-centered, culture and identity-affirming care, and promoting health and well-being. He describes being at AHP as invigorating, impactful, and fun! Dr. Hua is an Associate Clinical Professor with the Department of Psychiatry and Behavioral Sciences at UCSF and is a licensed clinical psychologist. Prior to joining AHP, he spent more than a decade at the VA providing psychological services to Veterans with HIV and other chronic health concerns; providing clinical supervision and training to psychology learners; and leading equity and inclusion initiatives for the mental health service and larger VA community. 

Will is a proud Oklahoman and son of immigrants from Vietnam. His passion for mental health was formed through a cultural lens, noting the healing and wellness that can be promoted through our collective communities. He brings 15+ years of experience in HIV education and prevention, HIV and LGBTQ+ advocacy, and culturally-informed behavioral health work throughout the US as well as in Guyana, South America.

Braulio García

Braulio García, LCSW
Deputy Director
Braulio García, LCSW is the Deputy Director of the UCSF Alliance Health Project, whose mission is to improve the lives and psychosocial well-being of the HIV-impacted and LGBTQ+ communities of San Francisco. He has worked there since 2008 when he began as a staff Clinical Social Worker and therapist before becoming a supervisor, later a manager and now his current role. He is a social worker, a psychotherapist and an advocate for compassionate, client-centered behavioral health services for all, namely the HIV-positive, LGBTQ+ communities, as well as for Black, Indigenous People of Color (BIPOC) in San Francisco.

Braulio has over 20 years of clinical service, nonprofit management and leadership experience with a deep commitment to the Latinx, LGBTQ+, HIV/AIDS, and BIPOC communities.

Braulio was born and raised in Chicago and is a longtime proud resident of San Francisco. Braulio has worked providing clinical care to people living with HIV/AIDS, as well as the LGBTQ+ communities, of San Francisco, Oakland and Miami. He received his Master’s degree in Social Welfare from the University of California, Berkeley and is a Licensed Clinical Social Worker in the State of California.

Annesa Flentje, PhD
Associate Professor of Research
Annesa Flentje, PhD, is a clinical psychologist and Associate Professor at AHP and within the UCSF School of Nursing. Dr. Flentje’s research has targeted multiple ways to reduce health disparities among sexual and gender minority people including prevention, increasing visibility of sexual and gender minority people in research, understanding the biological mechanisms of minority stress, and developing interventions to reduce minority stress. Dr. Flentje was an inaugural recipient of the 2018 National Institutes of Health Sexual and Gender Minority Investigator Award in recognition of contributions to sexual and gender minority health research. Dr. Flentje is also Associate Director of The PRIDE Study, a prospective national longitudinal study of the health of sexual and gender minority individuals within the United States that has enrolled over 18,000 sexual and gender minority people to date.

Pedro Felix

Pedro Felix, PhD, LCSW
Behavioral Health Services Manager

Pedro Felix has worked at the UCSF Alliance Health Project since June 2020. He has dedicated his professional career to supporting the mental health and wellbeing of marginalized communities, including HIV-impacted individuals, LGBTQ+ populations, and Black, Indigenous, and other People of Color (BIPOC). In 2005, he completed AHP’s HIV Counseling, Testing, and Linkage Training and later worked at Clinica Esperanza-Mission Neighborhood Health Center, Kaiser Permanente, and La Familia Counseling Service. In addition to their work at AHP, Pedro is a facilitator at LGBT Sanctuary Project OLAS, a program of the East Bay Sanctuary Covenant (EBSC) that helps LGBT asylum seekers from Latin America. Pedro has a Masters in Social Welfare from UC Berkeley, is a Licensed Clinical Social Worker in California, and has a PhD in Transpersonal Psychology.

dk haas

DK Haas
Communications and Development Officer
DK Haas is always striving to improve AHP’s reach and identity by focusing on effective fundraising, marketing, storytelling and branding. She began leading AHP’s year-round fundraising and communication efforts as the agency’s LGBTQ Community Liaison from 2012-2018. DK is also an active contributor to AHP’s Community Advisory Board through agenda setting, committee service, and new member recruitment. In the 1990s, as an AHP substance use specialist, she connected patients at ZSFG to housing, treatment and other post-hospital care. Later DK became an AHP HIV counselor certification trainer and educator and volunteered as an HIV test counselor. In addition to being a fierce advocate for services for underserved LGBTQ and HIV-affected clients, DK is an artist and long-time contributor to Art for AIDS.

Ashley Mooney

Ashley Mooney, LCSW
Behavioral Health Manager
Ashley Mooney is a Licensed Clinical Social Worker and the newest member of the AHP Management Team, arriving in August 2021.  Ashley began her clinical work serving dually diagnosed Transwomen re-entering the community from incarceration in the San Francisco County Jail. From there she served the HIV community as an intensive field-based social worker and therapist for a drop-in center for homeless trans clients. Ashley then worked in dual-diagnosis residential facilities conducting individual and group therapy. Ashley has spent years working as a clinical social worker and, later, supervisor in both permanent supportive housing sites and residential psychiatric facilities – specifically Clay House, the largest unlocked residential psychiatric facility in San Francisco.  Ashley has a BA in Anthropology from Amherst College, an MS in Biomedical Studies from Tufts University, and an MSW from University of Southern California. 

Jessie Murphy

Quality Officer
Jessie Murphy, MPH, joined AHP in 2006.  She began as a Research Coordinator on the RED+ Study, a project designed to adapt Personalized Cognitive Counseling to HIV-positive men who have sex with men. She then served as the HIV Counseling and Testing Coordinator, assisting with the integration of STD and Hepatitis testing as well as the introduction of our mobile testing unit. Ms. Murphy served as a Capacity Building Assistance Specialist in HIV testing and prevention in the UCSF collaboration between AHP, the Center for AIDS Prevention Studies, and the Center of Excellence for Transgender Health, and provided training on Personalized Cognitive Counseling and Testing Together interventions as well as HIV rapid test proficiency. Most recently, she was Clinical Operations Coordinator before expanding her position to her current role as Quality Officer, where she oversees clinical compliance and quality management for AHP’s behavioral health services. She is also a California-certified HIV test counselor and has been a member of San Francisco’s HIV Community Planning Council since 2011.

Devin Posey

Devin Posey
Manager, Sexual Health Services
Devin Posey started working with AHP’s Sexual Health Services (SHS) in 1995 as a volunteer HIV test counselor, while pursuing his telecommunications career. After 30 years at AT&T he retired and became the SHS Volunteer Coordinator in 2014. Devin became Manager, Sexual Health Services in July 2022 after serving as Community Health Program Supervisor for a year. In his new role he will manage the contracts for SHS, and work with the various community agencies that are in partnership with those contracts. Devin will also continue the development, updating, and implementing quality assurance tools for HIV/HCV/STD test counseling and PrEP Navigation, oversee and provide accurate collection of daily statistics and quality assurance of client information collected at sites (including data entry and other Counseling, Testing and Linkage paperwork). He will continue to develop/update curriculum and quality assurance protocols for volunteer training and prepare volunteers to successfully complete the California State Integrated HIV/HCV/STD Test Counselor Certification. Devin will also continue to supervise AHP’s administrative staff, the SHS staff and volunteers. During the COVID pandemic he served with SFDPH’s contact identification and contact tracing initiative. Devin has a BS, Organizational Behavior, from the University of San Francisco.

Jen Shockey

Jen Shockey, MPH
Provider Training and Education Manager
Jen Shockey, has worked with the UCSF Alliance Health Project (AHP) since 2012 as a trainer, capacity building assistance specialist and curriculum writer. Jen became the Manager of the Provider Training and Education unit in 2018. Prior to working at AHP, Shockey spent five years as a behavioral intervention trainer/capacity building assistance specialist at the California HIV/STD Prevention Training Center. Their extensive training background includes CDC interventions such as Personalized Cognitive Counseling, RESPECT, Healthy Relationships, PROMISE, Project START and Testing Together. As a program manager at the Community Health Partnership, San Jose, they worked with faculty at the Pacific AIDS Education & Training Center and implemented the Trans-Powerment Program within the trans-women community in Santa Clara County. Jen has also taught transgender health classes at City College of San Francisco.

Holly Wong, MBA, MFA
Manager, Fiscal and Administrative Operations (Division Administrator)

Holly Wong, MBA, MFA, joined AHP in an interim capacity in October 2017 and became our permanent Division Administrator effective January 2019.  She earned her MBA from Golden Gate University in Finance, graduating with Honors in 2011. She has worked at UCSF for over 20 years in a variety of roles focused on clinical finance and operational management including serving as the Department Manager for Otolaryngology – Head and Neck Surgery, Chief Financial Officer for Pediatrics, Division Administrator for Hematology and Oncology, and most recently as Director of Administration for the Department of Psychiatry based at Zuckerberg San Francisco General Hospital.  In addition, Holly is a visual artist, who earned her MFA from the San Francisco Art Institute in the field of New Genres.

James Dilley

James W. Dilley, MD
Emeritus Founding Executive Director
James W. Dilley, MD, AHP’s executive director since 1984, is the former chief of the Department of Psychiatry of San Francisco General Hospital, and former vice chair of the UCSF Department of Psychiatry, and professor of clinical psychiatry. He was the first psychiatrist involved with treating AIDS at San Francisco General Hospital, one of the pioneering and leading hospitals for HIV-related care. Dr. Dilley is the author or editor of several key articles and anthologies on HIV-related counseling and mental health issues. He has played a role in developing innovative HIV mental health interventions and has consulted internationally about HIV prevention. Dr. Dilley and AHP colleagues developed Personalized Cognitive Counseling (PCC), an HIV risk reduction counseling approach targeting gay and bisexual men. In 2010, the Centers for Disease Control and Prevention (CDC) designated PCC as an Effective Behavioral Intervention as part of its highly selective DEBI program. Today, staff at 98 community-based organizations and 28 health departments throughout the country have already been trained to do the intervention, and this number is growing: PCC is one of the interventions for which the CDC receives the most requests for training. Dr. Dilley is a board-certified psychiatrist who received his medical degree from the University of Missouri and completed his psychiatric residency at UCSF.


Community Advisory Board

AHP’s Community Advisory Board (the CAB) was established in 1986 to help AHP achieve its mission. The CAB helps AHP by advising us on the needs of the communities we serve and on programs to meet these needs. Board members further assist the agency by increasing community recognition of AHP’s mission, services, and accomplishments and raising funds to support AHP’s activities.

Susan Breall Headshot

Susan M. Breall, Chair, is a judge for the Superior Court of San Francisco. Prior to her appointment to the bench in 2001, she was Chief of the Criminal Division of the San Francisco District Attorney’s Office for all crimes of violence against women, children, the elderly and intimate partners. She prosecuted felony domestic violence cases for 10 years and was an Assistant District Attorney for 17 years. She is currently on the board of the nonprofit, Battered Women’s Justice Project, a national policy, and practice center at the intersection of gender-based violence and legal systems. She formerly served on the board of Asista, which provides technical assistance to immigrant survivors of violence, sexual assault, and human trafficking.

Sophia Toh, Vice-Chair, is the Head of Data at Bond Financial Technologies, Inc. She has more than 20 years of experience implementing data driven solutions for customer acquisition, cross-sell and retention, and marketing performance optimization. Highly experienced at leveraging new data sources and technology to enrich measurement, targeting and messaging. Most recently, Sophia led the marketing analytics practice for SoFi; building from the ground up the marketing analytics and data science practice. She has an MBA in Marketing from Regent University and BBAs in Financing and Accounting from Texas A&M University.

Enchi Liu, PhD, Secretary, is the Head of Clinical Development and Translational Biomarkers at E-Scape Bio. She has worked on the development of therapies for neurological disorders and orphan diseases for the last 18 years in pharmaceutical and biotechnology companies. Prior to her current role, she was Program Team Leader for the development program of AL amyloidosis at Prothena Biosciences, led the Alzheimer’s disease biomarker team (imaging and fluid) at Janssen Alzheimer Immunotherapy and the Alzheimer’s disease clinical operations team at Elan Pharmaceuticals, Inc. Enchi is a neuroscientist by training with her PhD from Cornell University and postdoctoral training from University of Arizona. Her hobbies include jogging, yoga, hiking, and good intentions to learn acoustic guitar.

Vanni Carapetian

Vanni Carapetian, MPH is a Regulatory Data Capability Lead at Genentech with responsibility for developing and executing data strategy for Regulatory Affairs. She started in Pharma Tech Regulatory, Operations & Business Excellence at Genentech in 2016. Previously, Vanni was a Clinical Planner at Janssen and while working at Amgen, in clinical trials and supplier performance management, pursued a Master of Public Health degree at UCLA. Vanni received a Bachelor of Science degree from Columbia University in New York City and her first job was transporting vials of blood in a lunch cooler from Columbia, where she was a peer counselor in the Gay Health Advocacy Project, to the NYC CDC for confidential HIV testing. She is eager to have an opportunity to represent and connect with the LGBTQ+ and HIV-affected communities served by AHP’s direct client services.

Juan Garcia headshot

Juan Garcia has worked as an event producer in San Francisco for more than 20 years. As an event producer, Juan builds strong relationships with clients to produce large-scale, complex events. He leads the planning and launch of public events, concerts, and shows. This includes identifying and acquiring sponsors, creating entertainment packages, booking talent, and delivering top-tier service to clients in a wide range of fields including fashion, radio, talent management, the record and music industry, and art. Major clients have included, Def Jam Records, Fischerspooner, AVN, Ted Talks, Levi’s, Ugg, Vogue, Thrillist, SEGA, Sony PlayStation, YM Magazine, and Ken Fulk Designs. Juan was the Entertainment and Art Director/Producer for the Castro Street Fair for 10 years.

Brad Hare, MD is the Director of HIV Services at Kaiser Hospital in San Francisco. Originally from West Virginia, Dr. Hare completed his medical degree at Duke University, his residency at Massachusetts General Hospital and infectious disease specialty training at UCSF. As a long-time provider of medical care to people living with HIV in San Francisco, Dr. Hare is committed to the holistic care of all people with HIV.

Reginald Hillmon is a Bay Area native who has worked in public service in various capacities throughout his career. Reggie brings to the board expertise built from more than 20 years of experience managing programs and projects in the higher education sector. His career has focused on ensuring that information and resources are accessible to the most under-resourced and vulnerable communities. As Director of Academic Advising for the Community College of Philadelphia, and later, Statewide Director for College Access and Preparation with the UC Office of the President, Reggie managed programs, developed information systems, and spearheaded initiatives that improved services provided to millions of K-12 students and at community colleges. He is a supporter and graduate of our public education system with a BA in Social Science from San Francisco State University and an MPA from Rutgers University. Reggie now advises small business owners on navigating government regulations, setting up life decisions for themselves and aging parents, and more. He lives in Berkeley and has been a long-time supporter, advocate, and friend of AHP.

Kelly lake Headshot

Kelly Lake is Chief Executive Officer and Executive Director of CEB (Continuing Education of the Bar), a legal information and continuing legal education provider focused on California. She has extensive global experience leading successful business transformation, digital revenue growth, and innovation for information and data solutions businesses across professional markets. Prior to CEB Kelly was with Thomson Reuters from 1999 to 2014, where she served in a number of leadership roles in product, business, and technology, including global strategic initiatives in China and India. Kelly studied both law and biochemistry and holds an LLB from Keele University.

Ashley Munro

Ashley Munro is an Executive Assistant at Salesforce responsible for coordinating logistics on behalf of senior executives and other priority stakeholders. Her background with non-profit agencies includes direct support to the Executive Director and Deputy Director at the Immigrant Legal Resource Center. Before joining the ILRC Ashley worked for Boys & Girls Clubs of San Francisco’s Tenderloin Clubhouse. She spent a total of almost 10 years serving in the Tenderloin and became deeply connected to the community and families that she worked with. While she was working in the Tenderloin some of her passions were to help families advocate for themselves and support students in reaching their educational potential. Ashley has a BFA in photography from the San Francisco Art Institute, is a Bay Area native and has lived in San Francisco for 15 years. When she is not at work, Ashley enjoys cheering on the Giants and Forty Niners and spending time with friends and family.

Michelle Porche headshot

Michelle Porche is an Associate Professor in the UCSF Department of Psychiatry and Behavioral Sciences (DPBS), Director of Evaluation Research and Analysis for DPBS at Zuckerberg San Francisco General Hospital, and Vice Chair for Diversity and Health Equity. Her recent leadership of the DPBS Black Study Group and her lead authorship of the resulting final report have made a critical contribution to the department's diversity, equity, inclusion, and belonging efforts. As a developmental psychologist, her research has focused on child and adolescent trauma and adversity, and related impact on mental health and academic achievement, for minoritized youth in particular. She has also conducted research on gender, identity development, and the impact of the historical same-sex marriage legislation for couples in Massachusetts. Current research and evaluation projects include mental health apps for peer navigation of school-based mental health services, and app-supported contingency management intervention for clients with addiction and severe mental illness served by Citywide Case Management at UCSF.

Kate Shumate

Kate Shumate, is Director of Administration and Planning and Chief of Staff at UCSF’s Helen Diller Comprehensive Cancer Center. She began her career with the University of California in 2003 at UC Berkeley, where she was Co-Chair of the Chancellor’s Advisory Committee on LGBT Issues. She has extensive experience in strategic planning and administration in the university setting. Ms. Shumate has lived in San Francisco since 1993, and holds a BS in Biology and an MA in Public Administration & Health Care Services from USF and is a certified clinical research professional. She has been a member of the CAB since 2004.

Runjhun Srivastava

Runjhun Srivastava, currently serves as the Global Commercial Product Strategy Director for Oncology at Gilead Sciences. Previously, she worked as a Marketing Director at Genentech where she was responsible for in-person and digital engagement with healthcare providers, people living with Hemophilia, and patient advocacy groups. Her areas of expertise include healthcare strategy, leadership, and marketing. She started her career as a researcher, primarily focusing on developing nanomedicines as vaccines and to treat solid tumors. Runjhun holds an MBA from the MIT Sloan School of Management, an MS in Biomedical Engineering from Duke University, and a BS in Life Sciences from St. Xavier's College, Mumbai. She is passionate about identifying and addressing disparities and inequities faced by communities in the US and globally. Runjhun believes in promoting inclusivity and excellence in her leadership style, and values courage and compassion.
